Yes it is, BUT he would have to change his IP everytime he made a post and no 2 IP's will be the same...

IF GangstaMike and KSE both post with the same IP than they are the same person, or come from the same computer!

It doesn't matter if only one post of each used the same IP, It is still the same computer.

I understand it is difficult to atleast ban the IP's, but if they can figure out who it is than they can ban KSE also!

If you REALLY want to get the jump on blocking people, use the MAC-address instead. Over time, a person's IP address will change unless they are on a static IP address system, which is rare unless they are running servers on their network or are posting from some workplaces.
