I'm not sure but is there some sort of "lemon law" in Quebec? It may be worth looking into since I'm not 100% sure but the number of problems you've had with your vehicle are insane! Try contacting GM and explain the situation, they take things much more seriously in recent years than they ever used to and I have a feeling they'll be all over your service department in no time with complaints like this. They could diagnose the problem if they really wanted to but it sounds like they're being outright lazy.

On a side note the misfire in the rain could possibly be due to water getting into the electical system, I had something similar on my 98 Cavalier and it ended up being water leaking into the wiring which would not only cause it to misfire but stall as well and it was an automatic.

I really don't know what else to suggest besides besides calling GM and trying to get in touch with another service department...you spent your hard earned money on this vehicle and it's up to GM to uphold your warranty work.
